Peel and slice the potatoes into wedges and place in a large pan.
Combine the salt, pepper, oregano, and cumin, and generously sprinkle over the potatoes.
Add the remaining seasoning to the chicken and place the seasoned chicken in the pan with the potatoes.
Add the sliced garlic cloves and bay leaves to the pan.
In a small bowl, juice the lemons and mix the olive oil in with the lemon juice. Whisk well to make sure there is minimal separation, then pour the lemon juice mixture on top of the seasoned chicken and potatoes.
Add the water and place the pan in the oven for 45-60 minutes, or until the chicken and potatoes are golden and cooked through.
